Utah will not issue a non-resident license to a resident of a state that has reciprocity from Utah unless that person also has a resident license in their home state.

So if you live in Texas, you must have a Texas CHL to be issued a non-resident Utah CFP. If you live in Illinois, California or a different state without Utah reciprocity, then Utah will issue a non-resident CFP without worrying about any home-state license.

If you already have a Utah non-resident CFP and you no longer have your home state license, the Utah license is still valid. They just won't renew it until you get your home state license again. For example, if your Texas license expires, you can still carry on your Utah non-resident CFP while you wait for your Texas renewal.

They are quicker than Texas DPS. Expect less than 30 days.
