I agree, you are accurately stating the regs. I awkwardly worded my point, in that the non-TSA lock on the case is not required by regs but anyone with common sense would do so. Regarding a TSA lock on the suitcase, people are right, you are not required to use a TSA lock, but I don't want to risk having my luggage cut open.
