Yeah, they can write for 66, but those are also pretty easy to get tossed out in court. I've also known of judges that have said they don't want them wasting the court's time by bringing any speeding cases to court that are less than 5 over.

I used to get speeding tickets when I was younger -- usually at least 15-20 over. My last ticket, I had two simultaneous realizations. First, I had gotten two tickets in a row via instant laser and realized my radar detector was a false sense of security. Second, during the stop, the cop explained to me that if I set my cruise control on 5 over, I'd "never get stopped". Since then, I've never been stopped. Of course, I am also home in bed at O-dark-thirty instead of on the road. I fully understand how any legitimate reason for the initial stop can and is used as leverage to ask questions and find more serious crimes.
