When I bike, I'm usually carrying a NAA Black Widow on a neck lanyard under my shirt.
Alternately, I've used an under-seat pouch that converts to a clip-on fanny pack if you have to leave the bike. I didn't like it being out of sight, though, so I velcro'd it to the bar right in front of the seat.
Now that I think on it, I bet my Black Widow would fit in a drink cup in the downtube drink holder.
