Sorry about your situation.
Have been there and done that.
I am glad you are reporting these situations. It matters. Particularly in the event of an eventual lawsuit. Hopefully not your lawsuit, but eventually something horrible will happen and the owner will get sued if this continues. Whether or not the owners/911/police/animal control will do anything or not, it is vital you do what a reasonable person would do. Let the failures in these situations be someone else's.
Fox OC spray works phenomenally against most dogs. An excellent first line of defense. Especially for family that doesn't have a license to carry. Don't walk out of the house without it. If you see the dog loose, even at a distance... OC Spray should be in your hand, ready to deploy at in an instant.
Also, remember that when you are talking to 911 the call is being recorded. If you make your case over the 911 call... This dog has been terrorizing the neighborhood for weeks/months, my wife/kids are in danger an afraid to leave the house, I keep calling and you don't care/ don't want to take action... It encourages them to take action. Most cities have laws against dogs running loose, whether they attack or not.
In the event that the authorities fail and OC isn't enough, obviously awareness and carrying your loaded pistol whenever you leave your home is a must.
