a) States with no licensing like alaska get one so they can be reciprocal.

b) States that don't want to be reciprocal trash their CHL.

c) National registry and chl licensing.

or

d) all of the above.

Feel free to tear my theories apart. I'll read up on this some more when I have time.
edit: i'm not trying to being sarcastic here... if I'm wrong here let me have it :tiphat:
a) They already already do. Arizona does, Places like Vermont who have constitutional carry aren't allowed to carry in another state because they don't have a CHL program, Nothing really changes from the current state of affairs

b) States that are so much against CHL carry and reciprocity don't have much recpricrocity now, Things can't get any worse in states we can't carry now .. New York Illinois and Mass. etc...

c) Where does this come from the FUD about Nationalizing Registry and Natioanl CHL licensing was nothing to do with this bill.

Being a gun owner and being on the side of the Bloomburgs Illegal mayors and against the NRA, sorta says it all.
If Bloomburg is against a gun bill, It has to ba a good thing.

There is no promise in our constitution of the ability to be a doctor, lawyer etc. There is a clear undeniable phrase that guarantees us the right to not only own arms but to carry ( or bear). We can choose to be on the side of the Schummer Bloomberg gun banners or the side of the NRA. Forcing states to acknowledge the 2nd amendment is a good thing.
If it does push the issue of 10th amendment abuse into the Supreme court, then its all for the better. If that is the case it would set up the challenge to all kinds of abusive 10th amendment issues. Perhaps starting the end to all kind of abuses. Illegal herbs, Osha and EPA Regulations and most of the abusive federal mandates.

Re: HB 822 Passes Hurdles

A bill is to be judged by the company it keeps.
Bloomburg and his band of Illegal Mayors against guns Doesn't like this bill. The NRA is pushing hard for it.

I choose to be on the side of the NRA and be on the side that makes the Bradley bunch whine and cry like babys.

Maybe Obama won't sign the bill, but if he vetos it it will surely draw ire in the undecided states like Florida and Louisianna. If this Bill loses out for another day and it cost Obama the election it will still be a good thing. I do believe this has enough votes in the Senate, its all a matter if it can get through the chairmen and Harry Rieds henchmen. .
If 822 becomes law we can hope that it gets a constitutional challenge. This could mark the end of other more devious abuses of the commerce clause. I would gladly sacrifice guaranteed reciprocity if the end result is abuses of the commerce clause get a closer look.

HB 822 Passes Hurdles

House Bill 822 is the newest incarnation of the national CHL reciprocity has cleared its first hurdle.
HR 822, the National Right-To-Carry Reciprocity Act of 2011, passed a hurdle today when the House approved H. Res. 463 by a vote of 271 to 153. House Resolution 463 provides the rule under which the debate will be conducted, any amendments that can be considered, and other procedural issues. All bills have a rule before they are considered for final passage.
Rule provides for consideration of H.R. 822 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. Specified amendments are in order. The resolution waives all points of order against the committee amendment in the nature of a substitute, now printed in the bill. The resolution waives all points of order against the amendments printed in the report.
There were a number of Democrats who voted for H.Res. 463 along with all the Republicans that were present. There were no Republicans who opposed this resolution.

In the Rules Committee, they voted 8-3 along party lines not to allow an "open rule" for HR 822. An open rule would have allowed amendments to be offered from the floor of the House. By not approving an open rule, the Rules Committee made sure that opponents could not keep proposing an endless number of amendments in order to delay the bill. Moreover, it also means that the bill will be clean without the proposed amendment from some Illinois reps which would have allowed concealed carry in both D.C. and Illinois which do not currently have concealed carry.
This bill has been getting a lot of attention from the NRA, and will help a lot of us who are forced to visit or travel through unfriendly states.
