No. That makes it MORE likely...a lot more likely. Lyndsey Graham is one of the biggest phony Republican weasels in Congress. Still, maybe not a set up if it was Ted Cruz....but I suspect even then, either the Congress would be required by the administration to submit questions in advance (or they wouldn't let them testify at all), or the administration would get them in some other way. Ole' toe tapping Lindsay is a saboteur whose only purpose in even being a presidential candidate is to help sabotage the relative "outsiders" like Trump, Cruz, Carson, and Fiorina.
