It's entirely possible for *both* sides to have reasonable cause for their actions in a situation where something bad like this goes down. Although they probably wouldn't use the words I used above.
It's not just police "impersonators" raping women:

A woman raped by a Milwaukee police officer who responded to her 911 call in July 2010 has filed a civil suit against the former officer, the Police Department, Chief Edward Flynn and the city.

A late-night fender bender turned in to a pretext for a Houston police officer to handcuff and detain a 38-year-old Houston woman for reckless driving last month, the woman's attorney said.

While on duty, a Texas police officer handcuffed a waitress and raped her repeatedly on the trunk of his police car, confident that the undocumented immigrant wouldn't report him.

And in Alaska, Police Officer Anthony Rollins is facing 11 civil lawsuits filed by women who claim he raped them while on duty. Anchorage is paying more than $5.5 million to settle the lawsuits, while the officer is about to serve 87 years in prison.

Rape by a cop is not a rare incident, but often puts victims in a tough situation when it comes to reporting a police officer to a police officer.

While in uniform, a West Sacramento police officer assaulted at least six women since October 2011, police said Monday. The officer was fired, arrested and investigators are looking for other potential victims.

The incidents occurred while the officer was on patrol and after he had stopped women who were walking, Drummond said.

He said some of the alleged assaults occurred inside a patrol car.

If I was in the parking lot, after dark, and observe a "gang" of 7 chasing a college co-ed, which way is my pistol going to point? And, I believe a passing-by uniformed officer would react in the same manner.

The conduct of a plainclothes MUST be different than while in uniform.

Exactly. Some officers in plainclothes look like criminals. You see photos of DEA agents in the news that look like gang members. Uniform, marked vehicle...one thing; plainclothes, unmarked car, quite another.

You don't understand....they were about to get away with some beer. They had to be stopped. If you have to kill a few college girls to stop them from maybe possibly having some beer...well, you can't make an omelet without breaking some eggs. LE was wrong, had no PC, and it turns out it was just water....so what.....doesn't matter.....they thought it could maybe might have been beer, and they were following policy....so, a couple college girls are killed....the next couple of college girls will think twice before running away with a bunch of water and cookie dough. :evil2:

They were wrong, wrong, wrong, and they need to face that, think about what they've done and improve their thinking about approaching suspects.

Does it sound to you like this department is fulfilling their stated mission?
The Virginia Department of Alcoholic Beverage Control (ABC) is a state-run agency whose mission is to safely and responsibly administer the sale and consumption of alcohol. ABC special agents have full police powers in Virginia. The agency's vision (as proclaimed on its website) is to "enhance the quality of life for Virginia's citizens" in carrying out its duties.
There was nothing safe or responsible about what they did.
Don't waste your breath. There are some people that are authoritarians at heart and have never met an application of authority they didn't like. Anybody who thinks this abuse of police authority is reasonable would be very comfortable living in North Korea.
