That's why no one steals expensive cars or robs jewelery stores, because those items cost too much. So, why would anyone steal or black-market ammunition --especially when the pricing would be artificial and cheap ammo would be readily available from other countries? After-all, it's not like anyone can buy illegal drugs or get them in prison. And everyone knows thieves only steal things they can afford themselves.
