I'm sure I remember seeing it elsewhere, but I can't find it. I spent about twenty minutes looking without success. According to DPS, ink rolled fingerprints will not be accepted if the application or materials are not postmarked by February 28th.
That being said, maybe you can send in the materials you have now and send the other documents when you receive them. I would call DPS and ask them what they want you to do.
