You realize your example license expires 7 years after the guy turns 21. So he'd have a vertical license until he was 28. Orientation of the license and "under 21 until" on it doesn't mean the license owner is actually under 21.
True, but if the license or ID IS horizontal, the person is definitely over 21, which was the point.

Interestingly though, I purchased some shotgun shells yesterday and when the register asked if I was over 21 all the cashier did was look at me. No request for ID.
It should take less than 1 second to determine if someone is under 21 by checking their drivers license or ID card.
