As I understand it, you can ship to yourself, even across state lines, but you are the only one legally allowed to open the package. I do not recall if they said other folks could sign for them.

I just carry renter's insurance that covers all of my property worldwide, so if I lose my baggage, they cut me a check. I have not lost a bag yet while flying, but I too mark them conspicuously.
