Wishful thinking, but here goes anyway:
It says the "police" are ordering the weapons to be turned in.

With any luck at all ( a lot of luck actually) the police are doing this on their own in advance of a coup to overthrow Mugabe.

If you're not up to speed on what Mugabe has done to his county and his people ie: seizing all the white owned farms (most of them huge parcels of land which used to be responsible for most of the country's GNP and "re-distributing" the land to squatters and rebels just to keep himself in power, you need to educate yourself. He has taken an African country that was actually doing pretty good on it's own and raped it down to just about nothing for his -and his only- personal gain.
Maybe the "Christians In Action" are helping "behind the scene" in this one.

This guy is a joke, albeit a scary one.
