It's a public company traded on NASDAC and he only hold's 13% interest. Does that consitute "under his control"?
I would say yes, but I think that's irrelevant. The real question is, what is the company's policy regarding firearms on the premises? (Of course we all know that executives seldom have to follow the policies we are required to follow.)

Whether the company is public or private isn't relevant. Company policy is. Public companies don't solicit their shareholders before establishing policies. The executives, in consultation with the board of directors (and perhaps human resources professionals and lawyers as well as others) do.
