If it any consolation, Camden is almost as bad but only because it is not nearly as big as Newark.
We lived not too far from Newark and I flew out of Newark airport sometimes multiple times per week for almost 3 years. What you didn't ever want to do was make a wrong turn or get stuck in construction while trying to get to the airport, especially for very early morning flights or when getting back late at night. They used to allow us to pick up rental cars in Franklin Lakes and drive them to the airport. No way were any of the people that I worked with going to leave a personal car there while traveling. It is another place that you have to see to believe.
I was stationed in New Jersey many years ago...my buddy had a old car and we used to go cruising around the state, mostly down to the shore, but sometimes wherever one of those little back roads took us...just because (gas was cheap then). Once, we made a wrong turn heading for Pennsylvania and ended up in the wrong part of Camden (the right part was/is pretty small I gathered)...it was when crack was king and the soup factory had closed (for the second time?)...anyway, that is the ONLY place I have ever been truly worried driving through in broad daylight...and if you say that Newark is worse? Wow...
I worked 9 years in downtown Phila and had the occasion to venture into Camden a few times. Camden is, indeed, a war zone, kept that way by a corrupt political setup. But for raw evil, the gang banging in Newark is worse and widespread. There are more rival gangs and turf wars. It is simply a volume difference between the two cities, not a measure of intensity. They are both places where it would be a good idea not to visit.
