Absolutely! That's currently the preferred way as far as the DPS is concerned. Even if you're just renewing, you can change the photo.

MikeinTexas, since May of 2011 the procedure has been changed that Renewal License will no longer require NEW photos and fingerprints, unless the ones that the department currently have on file are not of sufficient quality as to be digitized. So, you will not have to provide new photos or fingerprints for renewal. However, this thread that has been in discussion by CHL insturcors, is for New license applications and using TX driver license photos if the applicant desires to do that and not provide new passport hotos for their new CHL license. As for hours to go for training, the renewal training is to be 4 hours and for new licenses the time is "not less than 10 or more than 15 hours". I'm not acquainted with your abbreviation "SIL".

SUBCHAPTER B
ELIGIBILITY AND APPLICATION PROCEDURES
RULE §6.12

(3) Photographs. Photographs are required with original concealed handgun license applications ...(removed parts) Upon development of an interface allowing the Regulatory Services Division to access the photographs on file with the Driver License Division system or development of other electronic means to obtain the applicant's photograph, applicants may not be required to submit printed photographs.

So it looks like they had planned this and now it's effective, but never relaied to Instructors.
