Charles, I'm sorry your cousin is going through this. It's a shame she can't walk down the street with her dog to pick up her child.
I hope she takes this irresponsible pet-owner to court. I'm normally not in favor of suing at every turn, but unfortunately, some people have to be hit in the wallet before they learn to either control their animals or get a smaller pet that they can control.
