If your other approaches don't work, it might be worth calling some TV stations to see if they're willing to interview you. The Austin area also has many radio call-in shows as well. Even a "letter to editor" at the Austin American Statesman might bring about the much needed awareness. I would think that in a case like this, that shining a public spotlight would probably do more good than a lawsuit. But then again... IANAL. ;-)

Not to crack wise, but once detained / arrested would you even have access to your cell phone?

I don't know how it actually works off of the moving picture box / silver screen, but I would think that should you be arrested, your first (only?) call should be to someone who knows who all else to call, and what to arrange. I'm thinking that adding a "just in case" lawyer's numbers to "emergency info packet" (with who all to call, living wills, medical power of attorney, etc) and distributed to more than one family member would be wise. Not that I'm senile, it's just less numbers to memorize. What were we talking about again?
