Kind of. The onus is also on the shipper to verify that the receiving FFL is valid. If you miss this check, you could wind up shipping a firearm to somebody that has forged a license (this definitely happens, and more unscrupulous types might try to take advantage of the rush). This doesn't excuse their behavior though. I know a LOT of dealers that got overloaded.
