This is very typical of gun ranges run by "old school" members. I saw it in a few places in Washington as well. I rather appreciate the no cans/bottles rule, and human form targets are a bit bothersome to me (silhouettes are fine). This kind of setup is designed for a different kind of customer than the CHL customer.
