I think what you are seeing is various camera angles, and not a postproduction edit. That was filmed at a city owned building, and even though technically it cannot be posted, it definitely is. Most of the city and county buildings are posted. Yes, it should be the meeting room itself that is posted, but this is the city we are talking about. They are not the sharpest tools in the drawer.
