The Dade County medical examiner reported that the now-deceased perpetrator of this attack had only marijuana in his system, not alcohol, "bath salts," LSD, or any other drug that could be detected.
The test results were confirmed by an independent toxicology lab.

The deceased attacker apparently tore off the victim's clothes, which would explain why the victim was naked.
Also the attack continued for 18 minutes before a passerby called police and they arrived on the scene.
The attacker apparently had a marginally stable existence with a girlfriend and a job and had been in trouble with the law only for pot possession.

If you listen to the interview or read the descriptions, this was not simply a fight. The victim was in critical condition after losing "an eye, his ears and lips." The bleeding alone from that would be life-threatening.
It sounds like the situation had gone far past the point of using non-violent dispute resolution.
Whether or not the cop had a taser is moot. Shooting the attacker once did not stop him. A taser probably would have done nothing more than irritate him.
Also those who have used them can perhaps address how hard it is to hit someone who is moving around.
I can't guess how a non-LEO passer-by who shot the attacker would be treated in this situation. The police officer gets an automatic presumption of acting in an official capacity. The police would have to determine that a non-LEO did not have some criminal liability. I'm pretty sure in the long run no charges would be brought.

There was a big street festival on the other side of that parkway. I don't know if this incident had anything to do with it. There's always an uptick in bizarre behavior when we have that kind of event.

I thought simply shooting zombies didn't slow them down.
This sounds like a really bad combination of drugs. There are certain drug reactions that make people remove their clothes—sometimes tear them off. Supposedly they feel hot or feel like insects are crawling under their skin.

In Miami Saturday a police officer fatally shot a naked attacker who was chewing on the face of another man. The attacker continued to assault the victim after being shot once.
The victim was hospitalized in critical condition.
