Well, they say that even a blind squirrel finds a nut once in a while.
Stupid people end up in prison early and often. The smarter ones tend to avoid it until they become reckless. That would move them more toward categories 3 and 4—or maybe there is an additional category.

I dunno. The lines are blurred between being (1) congenitally stupid, (2) brain-damaged, (3) crazy, and (4) evil.
Criminals often are megalomaniacs or fabricate stories to get attention. Probably this is one of those cases. You may recall a death-row inmate years ago who claimed to have committed dozens of serial killings. He was trying to be extradited and tried in another state to avoid execution.
Most political assassins or would-be assassins in the U.S. have been just plain nuts. None of them accomplished a real political goal.

SD: Parole once again fails miserably
In South Dakota, a 41-year-old man who was released on parole allegedly broke into the home of a 75-year-old woman, stabbed her to death, and stole her car.
Unfortunately for Prof. Moriarty, the car was equipped with OnStar. The police arrested him near near Madison, Wisconsin.
The suspect allegedly confessed to the murder and told police that he planned to "kill his way" to the Washington, D.C., area, steal a gun along the way, and assassinate Pres. Obama on a golf course.
The same suspect in 2009 had told police that he planned to kill Vice President Joseph Biden.

There isn't exactly a law against capital stupidity, but this guy managed to define the offense.
