There's no question that "teens" are capable of violence. They don't consider the consequences of their actions. This is obvious with other behavior like reckless driving, drinking, drug abuse, and sex. Also before age 18 they may have been subjects of the juvenile justice system with its less-harsh punishments (often just probation and transfer to alternative school).
Young men who are inclined in a criminal direction are weeded out by being killed, severely injured, or imprisoned, so there literally are fewer men out of jail in each age group up to the mid-20s.

Frisco police arrested two men and charged them with murder this morning. Police confirmed that the killing was the result of a drug deal "gone bad."

This is not to say that Walmart parking lots are safe—they are all risky for reasons Keith stated. However, this incident illustrates how many violent crimes involve people who were already involved in illegal dealings and possibly gang activity.
