I would think mug shots are in the public domain, like anything produced by a government agency using taxpayer dollars.

That photo doesn't show the tattoos. I don't want to copy a copyrighted photo from another site.
Granted, there are a lot of weird people everywhere these days, but it's easier for the cops to find someone who stands out.

Granted that you have to be skeptical of all media reports and press releases, it sounds like this family has a very warped value system.
The guy probably knew that if he didn't surrender he would be killed eventually. If you find a photo of him you can see why he would not quietly blend into the population somewhere. Probably he is hoping to get a plea bargain for life without parole.
The point I wanted to highlight was that this type of criminal is out there, committing multiple crimes including murder, until they do something that ends their career—either being found guilty of a capital offense or running into a bullet.

GA: Alleged cop killer demands TV coverage of surrender
In Athens, Georgia, Friday a man who is accused of killing one police officer and wounding another earlier this week took nine of his own family members hostage and held them until police met his demand that his surrender be broadcast on live television. The man reportedly was afraid police would kill him as he surrendered. He then surrendered without further incident. He stated that he regretted killing the officer (IOW, confessed to murder on TV).
The suspect had already served 12 years in prison for a felony. One of his brothers was killed after attempting to shoot a police officer.
