The OP would have to figure out whether this is the case.... an area annexed by the municipality after September 1, 1981 ...

You have to look at the exact wording of the ordinance. Some of them prohibit the discharge of a firearm within so many feet of a habitation, including your own. Some make exemptions for pest control and putting down livestock.
You might want to look into traps. Don't ask me how you handle a trap with a live skunk in it.
