That is an inconsistency. I can only guess that the prosecutor was using testimony from teenage witnesses as opposed to objective tests.

To review: In July, police in a small town in Missouri reportedly used a Taser on a 16-year-old boy 19 times.
The boy reportedly tested clean for alcohol and drugs and had no criminal record.
I and some others thought it looked bad for the police.
Last week, the county prosecutor issued a report saying that the police had acted appropriately.
The report said the the boy had taken LSD, jumped out of a moving vehicle, and was pounding on the windows of other occupied vehicles before falling and breaking his back.
Apparently, the drug test that was administered did not detect LSD. LSD is not included in standard drug tests.
I apologize for the prejudice that I displayed.

Investigators say most people will comply after two or three five-second bursts from a taser. But it took 18 for this teen. This report shows the teen told a friend he didn't even know he had been tasered by police until the next day when someone told him.

"Media bias" can be a way of saying that the story does not conform to your prejudices.
Let's review the facts in this case: A 16-year-old skinny, white, American kid has severe injuries from an unexplained fall. There is no evidence that he was intoxicated or engaged in any nefarious activity. He has not been charged with a crime. The cops don't deny tasering him. They say he was combative and tried to run into traffic. Beyond that, they're not commenting.
Government at any level has significant taxpayer-funded resources and usually can manage to get out the message that they want.
This incident occurred July 19, and nothing has been posted on the web since August 8 except for repostings of earlier articles.
Maybe we'll never know what really happened.
Tasers are perfectly appropriate for subjects that are combative or trying to escape custody. If police use them for compliance on people who are not a physical threat, I think a little "counseling" and "retraining" are in order.

A 16-year-old Missouri boy fell 30 feet from a highway overpass and broke his back. When police arrived, they told him to get up and tasered him 19 times when he failed to comply. Police officers said he was aggressive.
