Law re: residency changed in '09. No longer need to be a TX resident for >90 days - Now if you have a TX driver's license, you are considered a resident (with minor exceptions, such as residency status for in-state tuition). This was specifically covered in my CHL class on 12/18.

While doing BG check DPS will know your legal status and Green Card is fine. I sent photocopy of my Green card with the CHL Application. You will be better do so to speed up the process.
