Yep, you can assist. The way I think everyone sees it is you will have plenty of time to load BEFORE something happens. You should not be needing to load magazines when you are in a defensive situation. Show you know how, then if you have a physical issue where you are really slow or just can't, then the RSO can help load them.
The same rules about helping during the test should apply to all disabilities.
