Norway police were "fantastic" of course police arrived a bit late at both

OSLO (Reuters) - Norway's justice minister on Tuesday hailed "fantastic" police work after Anders Behring Breivik killed at least 76 people, setting aside criticisms that police had reacted too slowly to a shooting massacre.
I do agree, Police in both instances were great ... but that shouldn't be used as a reason to deny a right of self-defense/self-preservation.

From the UK’s Daily Mail:
The man responsible for the massacre in Norway was a member of a Swedish Nazi forum which encourages attacks on government buildings.

And here it comes
Gun laws to be reviewed – YLE News
http://2arights4all.com/?p=5506" onclick="window.open(this.href);return false;
Gun laws to be reviewed YLE News Finland's gun laws are to be reviewed in the wake of Friday's massacre in Norway. An Interior Ministry steering group will meet early in the week to look at pending firearms legislation
Full article about gun laws reviewed http://www.yle.fi/uutiset/news/2011/07/ ... 43129.html
The most recent changes in firearms legislation came into force at the beginning of June. The new regulations make it more difficult to acquire handguns, and raises the minimum age for handgun ownership to 20. Since the change, applicants for gun permits are also required to undergo testing for suitability for gun ownership.

This earlier, first package of revisions was influenced by two separate school shooting massacres in Finland, at Jokela in 2007 and Kauhajoki in 2008.

Most likely he did no use it all and transported to the site in a car. It is vehicle-born IED. Same as in OK city.
That was my initial thought too, until I saw the car and debris :)

Explosives were inside the building and inside a motel elsewhere.
