I don't think I ever saw it happen on a traffic stop, but I know it happened quite a few times when we were eating. One of the favorite practical jokes in San Antonio was to hide the other officer's car. The whole fleet was keyed alike (by year model) so everyone had the key to everyone else' car. Three of four people eating together and it was not unusual for the last one to the restaurant to move one of the other car's before he went inside. Usually, the car was just moved around the building or something, but I know a couple times it was driven back to the station for them.
