I still see fishermen posting fishing forums about going there to fish and tournaments, but to stay on our side of that buoy that divides Mexico from the US, because bullets can't cross over it or something.

I guess if you "feel" safe, your guard is down.
Since both Universities and Mexico are "gun free" they feel as safe at one as the other.
(and sadly, they probably are ... Luby's was "gun free" once too)

Any person in the Brady Bunch will tell you that Mexico is a gun-free zone, so it is all safe there and this couldn't happen.
