Well in that case, I'd fear that one bullet may forget it's training and after grazing a trigger finger continue on towards an innocent bystander SO I propose legislation that all bullets be made of compressed bird seed so they are frangible and help feed birds, this will help keep unwanted metals out of the environment.
(Just not for those LAZY DEMOCRAT BIRDS looking for a handout... Those who want to drive instead of fly ... you know the ones I mean, the ones wanting to make car purchases ... like the one bird that left a deposit on my car this morning... it didn't stick around though I suspect it was CHICKEN, and looking for the cash for cluckers program.)

I thought that, but then I realised that even that goes to far.

Realistically, NYC cops should aim to merely graze the trigger finger, spraining it just enough to prevent pulling the trigger. If done correctly, the bullet should then perform a U turn, do three cartwheels and gently deposit itself in a nearby hazardous waste container.

That bill doesn't go far enough !!! :rules:
Arm or leg could be fatal.
Really, they should only shoot off the trigger fingers, that would stop the threat.
(Unless a bad guy can use his toes to pull a trigger, if so, shoot the trigger toe off too.)
Alternatively, issue NERF bullets soaked in jalepeno juice and aim for the eyes... then they can't collect disability for the missing fingers later.

I can see a NYC officer ... Yes your honor, I shot him in both arms and both legs and he still kept shooting at people, so next I tried to just shoot his eyes so he couldn't see to keep aiming and keep shooting people .... perhaps those overpenetrated?
