The lower is what is registered. The serial number of the firearm is entered into the NFA registry where it remains forever. I understand there's some drawbacks and costs.....but just from dry firing/handling the thing, I think it would be a lot more useful with a stock.
Maybe when I get it to the range I'll change my mind and keep it as a pistol.
