To get the pension, a congressman has to be either 62 years old, be 50 with 20 years of service, or any age with 25 years of service. Plus, if he did not run for re-election there was a chance that a Republican could win his seat. Not much of a chance, but a chance. This way, I think the Governor get's to name someone to take over his seat.
