I know there are a lot of factors involved, but I just can't see totally abandoning someone who is in serious need of help.
I think the horn thing might make them stop and possibly save the victim from being harmed further.
Besides, I think most BG's are just cowards and I would hope they would just cut their losses and get out of Dodge if they know they've been noticed.
I just wish someone that gave a crap about others would have been in the area to get their tag number. These guys are low lives and I hope they're caught soon.
