The second stage, planned for 2014, will require recording a patient’s family health history.
The National Academy of Sciences will make recommendations for adding social and behavioral data for stage three, which will be unveiled in 2016.

I predict that within two years, they will drop all pretext of using any of this to fight terrorism. It will be solely in place for Federal government enforcement purposes. The amassing of data for the Obamacare alone is breathtaking and if they force the physicians (by threatening withholding payments) to expand the data gathering into social areas as they are now beginning, it will get even worse.
The same forced compliance that we've seen in the EPA, etc will be used against each of us. If you don't answer the gun related questions your doctor asks, your healthcare will be affected. And by then, it won't matter which party wins the election. Once the bureaucracy is fully cranked up, it turns into its on perpetual motion machine.
