Of course, if they could detect every occurrence of voter fraud, THEN voter ID wouldn't be required. Just because they only FOUND 1 case in 15 million doesn't mean that's all there is. It just means that's all they could find without requiring ID. In fact, without requiring ID, I question how they managed to find ANY fraud.
