Umm, because it's not necessary, perhaps? It's not a "refusal" of anything. It's just not jumping through the non-existant hoops. There are enough "real" hoops in life to worry about the imaginary ones. Seems to me it's quite resolved. It's in the CHL-16 GC411.184. DPS teaches it that way in the class. And at least usually gives that as an answer when asked.
