Only if you do not view it as murder. if one does view it as murder, then it is a matter of state. Not trying to convince you that it is or isn't, but only to explain why some (self included) would view it as a matter of state.

I believe that Perry was trying to show that KBH wasn't a true conservative. That is what a lot of the debate was over, was upon whom should the mantle of conservatism be placed upon. A governor does have something to do with abortion in as far as seeking limitations and restrictions on abortions within his state, does he not?
