What type of mental health records are being submitted? Who decides from these mental health records who can and can’t purchase a gun?

If someone was previously been checked and permitted to purchase a gun, and done so, how would the submission affect them.

I have nothing to worry about personally but this seems to be a blivet no matter how you look at it.

It states on http://www.demandaction.org/fatalgaps" onclick="window.open(this.href);return false; that Texas has submitted 209,150 mental health records.
Who submitted these? Who made the decision to submit them? I suspect the numbers are made up but someone should call them on their lies.
