It's NOT insanity but political strategy. If they make it so having a gun means too much hassle from the government, then most people will just not have one. If they make guns taboo, most will just stay away. That's why, if you notice, on many modern movies, the bad guy uses guns while the good guys either don't use guns or uses them in an unrealistic manner. If you want to use a gun in a movie prop, then you'll have to explain to the police chief that you will continue the Hollywood tradition of bad guys with guns and good guys with no guns or you will not be able to get that magic permit.
