No. His office is definitely property he controls.

I've never set foot in the capitol building. But it's my house, darnit, and I should be able to go there whenever I want, carrying/wearing/doing/whatever, so long as doing so would be legal while walking down Congress Avenue. Or Sixth Street, for that matter!
