Seattle is in Washington state which last time I look does not accept Texas CHL along with California and Oregon. Personally, I encountered no problems carrying in the Seattle area earlier this month, and the only place posted off limits was the visitor center at Mount Rainier.
Sad to say but these sort of things happen in places like Houston and Dallas too.
