The government steps between the victims family and the alleged criminal. The government acts as a surrogate to determine guilt or innocence and determine appropriate punishment. This is to prevent blood feuds between families as was often the case with vigalante justice.

Sometimes the government in its desire for a social agenda, forgets why it is there.
