Though the question I posed about Travis County sending out unsolicited ballots has been answered I was trying to discern whether my cousin actually got his ballot unsolicited. He finally told me he had requested a senior ballot. It was sent with metered postage on June 27, but took 33 days to arrive. Beside being a senior he was recovering from surgery making it more difficult to vote in person. The ballot arrived too late for whatever election in Travis County at the time, however voted in person, but was provided a provisional ballot. He's a lawyer who worked for the state and is as I noted a liberal. I dearly love him so I didn't rub it in. As a side note either the postal service is dismally reliable or more likely the county delayed mailing his ballot which is a violation of postal regulations as metered mail has to be posted on the date of the label. Austin being weird as well as liberal' regulations probably mean absolutely nothing.
Puts and end to my original question.

I received a reply to my email to Travis County Elections center. They stated they are not sending out unsolicited ballots. Voter must request a ballot for absentee, senior, disabled, etc. I am still waiting for my cousin to respond if he asked for a ballot or it was sent unrequested.

This one was sent by the county clerk; I posted a photo of his ballot.

It has the county clerk's return address in the corner, and does APPEAR to be the seal. However, this could be faked too. I would not trust a mail-in or absentee ballot that I did not request. That's just me.
Agree, this one does look real... What is the return address on the return ballot? I looked up the return address on the cover envelope and that is the correct one.... I'm just curious as if the return is different.

I don't know what the actual ballot looks like nor any information pertinent to it's return. My requests to my cousin go unanswered. I was hoping some others who may have received similar ballots would reply here.

Edited to Add: The Travis County website still notes that voters must request mail in ballots, but government websites are unreliably updated in my experience; the last Secretary of State update to Travis County's website on votes by mail update was April 2.
I emailed the elections center and asked if unsolicited ballots are being sent out.

Question for Travis County Voters

Did any of you in Travis County receive unsolicited ballots? My very liberal cousin who lives in Travis County sent me a photo of a ballot sent to him from the county clerk. It states Official Ballot Enclosed on the face of the envelope. I haven't seen any information that Texas is holding elections by mail similar to other states that have announced their plans. He sent it to me I'm sure in response to a comment I made about states sending blanket ballots to all registered voters having pre-coded return postage that cannot be postmarked. I asked him if he had requested either an Absentee or Senior Ballot, but he won't respond. BTW his had metered postage via a Pitney-Bowes label that was dated June 27, 2020; he received it over a month later on July 29. Doesn't give me much confidence the vote by mail sham will go smoothly.
