I don't know if their argument will hold up since safety and compliance standards change all the time. Building codes follow current dictates of the various disciplines, changing with the times. There are ways to deal with the changes ie meet them or get grandfathered. I'm would venture there are references to standards, codes and practices in many laws and statutes. The above link is to a story from the Dallas Morning News. The link is dated 11/22/17, although I sourced it
out of the paper on or about 11/26/17.
Apparently Texas law (unknown citation to me) states that the construction of gun ranges must
meet at least the minimum requirements defined by the NRA.
The Kaufman County gun range noted in the link (The Lonestar Gun Club and Redneck Resort)
contends that the NRA can change their range
requirements at any time, and that the NRA is not the arbiter of what Texas law should say.
Kaufman County court has/had shut down the range for not meeting safety guidelines.
YMMV when you get into the weeds of this story.
