Subsonic ammo, without a supressor would not be that quiet, but CB rounds are that quiet. They only use the primer as the propellant.

I have shot them at my parent's farm and they are every bit as quiet as a low-end pellet gun. I shot at some 2 liter bottles and the sound of the bullet hitting the bottle was louder than the shot. These will not cycle most semi-autos, but a tube-fed rifle that can shoot 22 short, long, and long rifle ammo will work as a straight-pull bolt gun.
I agree with TAM. CB rounds are about as loud as a pellet rifle. It's still illegal to shoot in the city as TAM and others state. You need a Rufus Hussey beanshooter.
