"We believe this incident today is random,” Wheeler said. “We do not believe, to the best of my knowledge, that he had a specific reason to be in Slaton. It’s just tragic. It’s tragic to the families here, so we’re going to do everything we can to find this person. ... We’re a very proactive department. These things happen everywhere.
