If his driver window is blacked out to the extent you're unable to see him the police should cite him and you should insist they enforce the law. He may be a PI but that is not a positive character reference. Basically he's not a felon, but PI credentials don't mean much. There should be ordinances about parking in front of property that doesn't belong to him on an every day basis. Most cities allow only incidental parking, not continual daily parking by a non-resident. The property owner may have to make a complaint. He doesn't sound too bright if he parks every day in the same spot to snoop on someone. I would be as suspicious as you were and his subject probably is too. I wouldn't need a sign to get my antenna humming. JMHO
